The following is a summary of services offered by Barnhill Contracting Company, Inc. (“Barnhill”), in exchange for the lump sum payment of $200,000. The $200,000 fee covers services provided by Barnhill during the Pre-Construction Phase of the Project, including the Design Phase and Procurement phases.
1. Design Phase Services
During the Design Phase, Barnhill will provide the following services:
A. Prepare a Construction Management Plan for the Project.
B. Prepare a Project Master Schedule.
C. Perform preliminary estimates and budget analysis based upon the design documents prepared by the Designer which will be used to develop an initial Guaranteed Maximum Price.
D. Review design documents and make recommendations with respect to constructability, construction costs, sequence of construction, construction duration and time for construction.
E. Provide value engineering recommendations.
F. Assist with public relations activities.
G. Attend pre-construction meetings and public hearings.
2. Procurement Phase Services
During the Procurement Phase, Barnhill will provide the following services:
A. Develop lists of possible bidders and pre-qualify bidders in accordance with North Carolina bid laws, including the preparation and transmission of questionnaires, receiving and analyzing completed questionnaires and preparing summary reports regarding prequalification to the Guilford County Board of Education.
B. Conduct a telephonic and correspondence campaign to attempt to create interest among qualified bidders.
C. Ensure all minority business participation requirements are followed in the solicitation and award of contracts.
D. Report its efforts to solicit minority business participation to Guilford County Schools in writing.
E. Conduct pre-bid conferences and develop and coordinate procedures to provide answers to bidders’ questions.
F. Review all addenda for clarity, consistency and coordination.
G. Prepare bid packages.
H. Advertise bids in accordance with North Carolina bid requirements.
I. Act as the fiduciary of the Guilford County Board of Education in handling and opening bids pursuant to N.C. Gen. Stat. §143-128.1.
J. Evaluate bids to determine the lowest responsive, responsible bidder.
K. Reconcile bid results to the initial Guaranteed Maximum Price and provide a final Guaranteed Maximum Price.
L. At the direction of the Guilford County Board of Education, award contracts.
M. Prepare, execute and deliver contract documents between Barnhill and the various contractors on the Project.
RECOMMENDATION: The Administration recommends awarding a contract to Barnhill Contracting Company for Pre-Construction services at Eastern Guilford High School in the amount of $200,000.
