GCS contracted with Environmental Construction Services (ECS) Carolinas for the removal and monitoring of two underground storage tanks (UST’s) at Eastern Guilford High. The UST’s removed were one 8,000 and one 10,000 gallon tanks that were no longer in use and were located within the building footprint of the new high school.
Under the original purchase order agreement with ECS they were to inspect and hire a contractor to remove both tanks and monitor the removal of same. During the removal of the two tanks it became evident that the tanks have released some of their contents into the surrounding soil requiring the contaminated soil to be removed and disposed of at a site meeting state certification. The amount of soil removed and replaced was in excess of 90 tons. The above action is required by the North Carolina Department of Environmental and Natural Resources.
ECS has requested additional funds for this operation. Additionally, ECS has indicated to GCS the charges related to the fees, removal and disposal of the UST’s and contaminated soils fall within the State Guidelines that will allow up to an 80 percent reimbursement of costs.
Total Amount of purchase order increase: $124,787.57
RECOMMENDATION: The administration recommends that the board approve the purchase order increase to ECS as described herein, affecting the Eastern Guilford High building site.
