Pleasant Garden Elementary School - Cafeteria and Dining Room Renovation

Bids were received on September 9, 2008, for the renovation of Pleasant Garden Elementary School cafeteria and dining room.  Attached is a tabulation of the sixteen (16) bids received.

Atlantic Contracting Company, Inc. submitted the low bid of $452,527.00.  Upon Atlantic Contracting Company, Inc.’s review of their bid, they have determined that a mathematical error was made and therefore have requested to withdraw their bid.  The administration has reviewed their request and has determined that the request is justified as provided for in G.S. 143-129.1.

A&M Construction Services, Inc., Asheboro, NC, submitted the lowest responsible, responsive bid of $535,604.00. The construction budget for this project is $640,585.00.  The MWBE Participation is 14.9%.

The cumulative MWBE participation with the 2000 and 2003 bonds:

• If MWBE participation is calculated based on the amount of construction/architect contracts awarded to date for the two referendums, the MWBE participation = 17.05%.
  
  
• If minority participation is calculated based on the amount of construction/architect contracts awarded to date for the two referendums, the minority participation = 6.95%.

RECOMMENDATION:  The administration recommends that the Board of Education allow Atlantic Contracting Company, Inc. to withdraw their bid due to mathematical error and award a contract to A&M Construction Services, Inc. in the amount of $535,604.00 for the renovation of Pleasant Garden Elementary School cafeteria and dining room.
