Sanitary Sewer Easement for New Garden Friends School, Inc., E.P. Pearce Elementary School

New Garden Friends School, Inc. has requested that the Board of Education grant it a permanent sanitary sewer easement affecting an area near the northwest corner of the E.P. Pearce Elementary School campus so that a sewer line can be constructed to meet the needs of a New Garden Friends School building on the west side of Pleasant Ridge Road. The easement would begin at a point approximately 358 feet west of the E.P. Pearce property frontage on Pleasant Ridge Road and run westward generally along the school’s northern property line (please see attached diagram). The easement would have a width of 20-30 feet, would be centered on the 8-inch sanitary sewer line to be installed, and would contain approximately 9,254 square feet in area.
In lieu of monetary compensation for the easement, staff has negotiated grade improvements and landscape replacements that will greatly improve the appearance of the northwest corner of the Pearce Elementary School property. The attached photos show the current appearance of this portion of the property, and New Garden Friends School has committed to the elimination of the current swale (as shown with rip rap), as well as the replacement of any landscaping removed or damaged during the sewer line construction project. A second diagram included with this memorandum shows the current depth of the swale along with the proposed grade of this portion of the property after the sewer line is installed.
GCS legal counsel has reviewed this packet of materials.
RECOMMENDATION: The administration recommends that the Board approve the permanent sanitary sewer easement requested by New Garden Friends School, as described herein, and subject to the terms as outlined above, affecting the E.P. Pearce Elementary School campus.
