I. Call to Order
At the meeting of January 8, 2008, Chairman Duncan will call the meeting to order. 

II. Pledge of Allegiance and Moment of Silence
At the meeting of January 8, 2008, Chairman Duncan will call on a member of the board to lead the Pledge of Allegiance and a moment of silence.

III. Recognitions
A. GCS Employee of the Month for January 2008
At the meeting of January 8, 2008, the board will recognize Acohin Thon, a teacher at The Academy at Smith, as the district’s January Employee of the Month. If you have any questions regarding this item, contact District Relations at 370-8386, prior to the meeting.

B. GCS Volunteer of the Month for January 2008
At the meeting of January 8, 2008, the board will recognize Page Kreager, volunteer at Erwin Montessori, as the district’s January Volunteer of the Month.  If you have any questions regarding this item, please contact District Relations at 370-8386, prior to the meeting.

C. Recognition of Dudley High School State Championship Football Team
At the meeting of January 8, 2008, the board will recognize the Dudley High School football team as the 3-AA State champions.  If you have any questions regarding this item, please contact District Relations at 370-8386 or Herb Goins, district athletic director, at 370-8950, prior to the meeting.

IV.  Public Comments
At the meeting of January 8, 2008, Chairman Duncan will call on members of the public who have requested an opportunity to address the board.

V. Approval of Agenda

VI. Consent Agenda
A.  December Meeting Minutes
At the meeting of January 8, 2008, the minutes of the December 4 Regular Meeting, December 10 Called Meeting and December 20 Regular Meeting will be presented for approval.  If you have questions or suggested revisions, please contact Kathy Gwynn at 370-8992, prior to the meeting.

B. Personnel Action Reports
At the meeting of January 8, 2008, the consent agenda includes personnel actions as noted in the monthly Personnel Action Report requiring board approval.  Should there be any additional personnel action requiring board approval, you will receive notification prior to the meeting. C. Second Reading – Policy JBC, School Admission
At the meeting of January 8, 2008, the consent agenda includes a recommendation to approve for Second Reading – Policy JBC, School Admission. At its meeting on December 4, 2007, the board approved this policy for first reading.  The policy has been posted on the district Web site for a public comment period per the board’s policy. VII. Staff Reports  
A. FLEX-GCS in ACES Program Report
At the meeting of January 8, 2008, Dr. Beth Folger, chief curriculum and organizational development officer, will present to the board an update on the FLEX-GCS in ACES program. During the 2007-08 school year, the district is piloting the Foreign Language Exploratory (FLEX-GCS) program in 10 After-School Care and Enrichment Services (ACES) programs. This program is designed to provide an introductory exposure to a world language. At the pilot schools, ACES students will learn about Spanish or German language and culture. The after-school lessons are taught by certified GCS foreign language teachers. The FLEX curriculum focuses on oral language development and actively engages the students in the culture with music, dance and art. B. Transportation Report –  North Carolina Retread Tire Contract Information
At the meeting of January 8, 2008, Jeff Harris, director of transportation, will present to the board information pertaining to the North Carolina school bus retread tire contact.  If you have questions regarding this item, please contact Mr. Harris at 370-8920, prior to the meeting.

C. Review of Existing Magnet Programs and Magnet Grant Implementation
At the meeting of January 8, 2008, Tony Burks, director of magnet programs, will present to the board a review of the existing magnet programs and magnet grant implementation. If you have questions regarding this item, please contact Mr. Burks at 378-8832, prior to the meeting.

D. SCALES at High Point
At the meeting of January 8, 2008, Leo Bobadilla, chief operations officer, will present to the board a recommendation to authorize staff to continue with the procurement process for SCALES at High Point as is currently underway. E. Bond Referendum Resolution
At the meeting of January 8, 2008, Sharon Ozment, chief finance officer, will present to the board a draft resolution requesting that the Guilford County Board of Commissioners place a school construction bond referendum in the amount of $457,320,000 (the approved amount of $457,315,199 rounded to the nearest $5,000 at the recommendation/request of Guilford County Finance staff) on the May 2008 election ballot for approval by the voters of Guilford County. VIII.   Board Discussion
Research Plan and Design: Comprehensive Study for Male African American Educational Conditions and Academic Performance
