At the February 19, 2008, Board meeting a contract was approved by the BOE for Pre-Construction Services at Dean B. Pruette SCALE School with New Atlantic Contracting, Inc., in the amount of $17, 500. Abatemaster, Inc., Winston Salem, NC was awarded a contract for removal of asbestos in the amount of $33,752.80. The construction budget for this project is $2,953,900.
On April 16 and 17, 2008, New Atlantic Contracting, Inc. received bids for construction services of the Dean B. Pruette SCALE School project. The Guaranteed Maximum Price (GMP) is $2,698,444. The total for all contracts issued for this project is $2,749,696.80.
MBE $559,399 Percent – 20.7

The cumulative MWBE participation with the 2000 and 2003 bonds:
- If MWBE participation is calculated based on the $500M total of the two referendums ($200M + $300M), the MWBE participation = 11.60%.
- If minority participation is calculated based on the $500M total of the two referendums ($200M + $300M), the minority participation = 4.96%.
The cumulative MWBE participation with the 2000 and 2003 bonds:
- If MWBE participation is calculated based on the amount of construction/architect contracts awarded to date for the two referendums, the MWBE participation = 15.36%.
- If minority participation is calculated based on the amount of construction/architect contracts awarded to date for the two referendums, the minority participation = 6.57%.
As required by General Statute 143-128.1 regarding construction management at risk, the Board of Education is required to approve the GMP. Facilities and Purchasing staff attended the bid opening conducted by New Atlantic Contracting, Inc., and also reviewed the bids.
RECOMMENDATION: The administration recommends awarding a contract to New Atlantic Contracting, Inc., for construction management at risk services at Dean B. Pruette SCALE School in the amount of $2,698,444.
