Contractual Agreement with Samet Corporation for Construction Services at Union Hill Elementary School

At the December 4, 2007, Board meeting a contract was approved by the BOE for Pre-Construction Services at Union Hill Elementary School with Samet Corporation in the amount of $72,230.

On January 31, 2008, the board approved a contract with Samet Corporation for Phase I of the Union Hill Elementary School project at a Guaranteed Maximum Price (GMP) of $199,460. 

On April 22nd and 24th, 2008, Samet Corporation/SRS Inc. received bids for Phase II of the Union Hill Elementary School project.  Phase II is for site preparation and preliminary building phase services. The Guaranteed Maximum Price (GMP) is $5,784,961.

As required by General Statute 143-128.1 regarding construction management at risk, the Board of Education is required to approve the GMP.  Facilities and the Purchasing staff attended the bid opening conducted by Samet Corporation and also reviewed the bids.  MWBE Participation for this phase of the work is 39.6%.

Total $2,246,944       Percent – 39.6

The cumulative MWBE participation with the 2000 and 2003 bonds:

  • If MWBE participation is calculated based on the amount of construction/architect contracts awarded to date for the two referendums, the MWBE participation = 16.21%.  
  • If minority participation is calculated based on the amount of construction/architect contracts awarded to date for the two referendums, the minority participation =6.74%.

RECOMMENDATION: The administration recommends awarding a contract to Samet Corporation for construction management at risk services at Union Hill Elementary School, Phase II, in the amount of $5,784,961.
