At the Board Of Education meeting of August 30, 2007, the Board approved an operating framework for the Guilford County Schools (GCS) Historically Underutilized Businesses (HUB) Advisory Committee that included eleven (11) members as outlined below:
- Two (2) members representing historically underutilized businesses - each such member shall be certified as a minority or women-owned business by a public entity based in the state of NC
- Two (2) members representing non-minority businesses (preferably one licensed general contractor and one designated as a small business, subcontractor or licensed electrical, plumbing or heating/ventilation contractor/construction firm)
- One (1) member representing an architectural design firm with demonstrated experience in the design of schools or educational facilities
- One (1) member with demonstrated experience working for private, nonprofit, small and underutilized construction businesses
- One (1) member with experience in underwriting surety bonds for construction firms
- One (1) member with experience in underwriting loans for small businesses and minority/women-owned businesses
- One (1) member representing the Guilford County Board of County Commissioners
- Two (2) members representing Guilford County Schools (GCS):
- one of whom is a member of the Guilford County School Board; and
- one member currently employed by GCS as coordinator for the historically underutilized business program in the area of construction
However, due to the conflict of interest issues that were raised regarding the members proposed by the ad hoc committee of the Board (Walter Childs, Deena Hayes and Amos Quick) in February of 2008, the committee is seeking approval to modify the make-up of the eleven members as reflected below; approval of the individuals proposed to serve in each respective membership slot/category as listed below; and approval to convene the initial meeting of the GCS HUB Advisory Committee.
- Two (2) members representing historically underutilized businesses
- Natalie Taylor, owner, Capture Communications Resource Group
- Tonya Clinkscale, contractor, construction project management
- One (1) member representing non-minority businesses
- Two (2) community MWBE advocates from the community (i.e., community advocates/advisors; member(s) of the grassroots bond committee)
- Jarvis Harris, Attorney with Steve Bowden & Associates; member of GTCC Board of Trustees; member of 2008 bond grassroots committee
- Dan Reynolds, Codes Enforcement Manager, City of Greensboro
- One (1) member with demonstrated experience working with private, nonprofit, small and/or underutilized construction businesses
- Michael Prioleau, Director, High Point Alliance for Workforce Preparedness
- Two members with experience in underwriting surety bonds for construction firms or underwriting loans for small businesses and minority/women-owned businesses
- Elmer “Bo” Chisholm with Bank of America
- Melanie Johnson, loan officer with BB&T
- One (1) member representing the Guilford County Board of County Commissioners
- Two (2) members representing Guilford County Schools (GCS):
- one of whom is a member of the Guilford County School Board;
- Walter Childs, Deena Hayes or Amos Quick
- one member currently employed by GCS as coordinator for the historically underutilized business program in the area of construction
