Supplemental Educational Services (SES) are tutoring services offered outside of the regular school day to help students improve reading and mathematics skills. As required by the federal No Child Left Behind (NCLB) Act, section 1116(e), Title I schools not making Adequate Yearly Progress (AYP) in the same subject for two or more years must offer these services to students eligible for free or reduced-priced lunch.
SES providers must be approved by the State Board of Education and local school districts can only contract with approved providers. Once parents select providers, contracts are established between the school district and the selected providers. SES providers are paid directly by the school district from Title I funds.
In the fall, Guilford County Schools (GCS) held SES Fairs at each eligible school (25 schools) giving parents the opportunity to talk with representatives from each SES provider. Afterwards, parents chose the SES provider(s) for their child’s tutoring services.
SES began in November for eligible students attending schools where the school improvement status was determined by the summer release of Math scores. Students attending schools in improvement status in reading began SES in January due to the delayed release of reading scores. Students will continue to receive services throughout the spring or until the maximum per pupil allocation is expended.
Based on a federal formula that accounts for the poverty index, the State has calculated that each eligible GCS student is entitled to receive $1,303 of tutorial services. Therefore, the per student cap of $1,303 times the number of students to be served by each provider, equals the dollars listed below and are the maximum amounts that GCS will pay each provider. The exact payment may be less due to student absences and/or non- completion of tutoring programs.

Title I sets aside a minimum of 20% of its annual allocation for payment of schools to offer choice and/or SES (see Attachment #1, Title I, Part A, Reservations Set Asides and Attachment #2, pages 1-2 of GCS approved budget/plan for 2008-09). The 2008-09 allocation to GCS is $19,912,517 (see Attachment #2, first line, page 1, and #1, on page 2). Twenty percent (20%) of the allocation is $3,982,503.40 (see Attachment #2, page 1, #6) which represents $3,700,520 for SES contracts and $281,983.40 for choice transportation.
RECOMMENDATION: In compliance with Board of Education policy of approving all contracts/expenditures of $150,000 or more, the administration recommends the approval of the maximum contract amounts that can be paid to each provider that exceeds $150,000 for the 2008-09 school year.
