Contractual Agreement with New Atlantic Contracting, Inc. for Pre-Construction Services at Special Education Center West

On May 12, 2009, staff received approval from the Board of Education to negotiate contract terms with New Atlantic Contracting, Inc. to provide Construction Management at Risk Services for the Special Education Center West project.  Staff has completed negotiations for pre-construction services with New Atlantic Contracting, Inc.  Board approval is now requested for New Atlantic Contracting Inc. to provide pre-construction services for the Special Education Center West project in exchange for the lump sum payment of $87,000. 

The MWBE participation for pre-construction services is as follows:

MBE $13,050................ Percent – 15.00
WBE $0......................... Percent –   0.00
Total $13,050................ Percent – 15.00

The cumulative MWBE participation with the 2008 Bond follows:

• If MWBE participation is calculated based on the amount of construction contracts awarded to date for the referendum, the MWBE participation = 31.48%.  
• If minority participation is calculated based on the amount of construction/architect contracts awarded to date for the referendum, the minority participation = 16.96%.

RECOMMENDATION:  The administration recommends awarding a contract to New Atlantic Contracting, Inc. for pre-construction services at the Special Education Center West project in the amount of $87,000.
