At the August 28, 2008 board meeting, a contract was approved by the board for pre-construction services at Jamestown Middle School with New Atlantic Contracting, Inc. in the amount of $130,000.
At the October 14, 2008 board meeting, a Guaranteed Maximum Price (GMP) was approved by the board for Phase 1 Site-work at Jamestown Middle School with New Atlantic Contracting, Inc. in the amount of $2,780,798.
At the January 13, 2009 board meeting, a Guaranteed Maximum Price (GMP) was approved by the board for Phase II-A Concrete foundations and structural steel at Jamestown Middle School with New Atlantic Contracting, Inc. in the amount of $3,975,681.
At the February 26, 2009 board meeting, a Guaranteed Maximum Price (GMP) was approved by the board for Phase II-B Building package at Jamestown Middle School with New Atlantic Contracting, Inc. in the amount of $17,701,554.
At the July 7, 2009 board meeting, a Guaranteed Maximum Price (GMP) was approved by the board for Phase III-A Site-work and utilities at Jamestown Middle School with New Atlantic Contracting, Inc. in the amount of $3,289,235.
On June 11 and July 23, 2009, New Atlantic Contracting, Inc. received bids for Phase III-B Landscaping and Technology packages at Jamestown Middle School project. The Guaranteed Maximum Price (GMP) (including allowances and contingencies) is $630,789. The construction budget for this portion of the project is $951,339.
The total for all contracts issued for this project is $28,508,057.
The MWBE participation for all contracts issued for this project is as follows:
MBE $2,136,632....................... Percent – 7.47
WBE $5,870,980....................... Percent – 20.59
Total $8,001,612....................... Percent – 28.06
The cumulative MWBE participation with the 2008 bond:
If MWBE participation is calculated based on the amount of construction contracts and architects/engineers awarded to date for the referendum, the MWBE participation = 30.20%.
If minority participation is calculated based on the amount of construction/architect contracts awarded to date for the referendum, the minority participation = 16.40%.
As required by General Statute 143-128.1 regarding construction management at risk, the Board of Education is required to approve the GMP. Facilities and purchasing staff attended the bid opening conducted by New Atlantic Contracting, Inc. and also reviewed the bids.
RECOMMENDATION: The administration recommends that the board approve increasing the scope with New Atlantic Contracting, Inc., for Phase 3B construction management at risk services at the Jamestown Middle School in the amount of $630,789.
