Recognitions

Guilford County Schools Employee of the Month for August 2005
The Board recognized Tammy Cockerham, an office support specialist in psychological services, as the Guilford County Schools Employee of the Month for August 2005.

 

Consent Agenda
The Board approved the following items on the consent agenda:

  • July 2005 Meeting Minutes
  • Personnel Action Reports
  • Contracts for Additions at Southern High School
  • Revised 2005-06 Calendar for Oak Hill Year Round School

 

Policy JGHB - Students with Food Allergies
The Board approved a motion sending Policy JGHB to the Governance Review committee for further consideration of the proposal to eliminate peanut products from school menus.

 

STAFF REPORTS

High Point Athletic Area
The Board discussed a resolution stating its intention to enter into a Shared Use Agreement with the City of High Point for the use of the High Point athletic area. The resolution presented will be modified to include the Board's reserved right to build a school on the property and will be brought back to the Board for consideration at a future meeting.

Redistricting Plans
Staff presented to the Board preliminary information on the district's plans for redistricting in 2006. The proposed plans include accommodations for several schools.

 

  • Northern High would serve students from Summerfield/Laughlin, Brightwood Elementary, Northern Elementary and the western portion of Rankin Elementary's attendance zone.
  • Northern Middle would serve students from Summerfield/Laughlin, Northern Elementary, Brightwood Elementary and the western portion of Rankin Elementary's attendance zone.
  • Northern Elementary would serve students in the Summerfield/Laughlin zone, east of Lake Brandt Road , and the Monticello-Brown Summit zone, near Yanceyville Rd. and north of Lake Townsend .
  • Northwest Elementary, in the Cardinal area, would serve students in attendance areas from Colfax Elementary, east of Old Oak Ridge Rd. and Summerfield/Laughlin in the Lewiston Rd. and Highland Grove Dr. areas.
  • Reedy Fork Elementary would serve students from the Madison attendance zone, north of Hicone Rd. , and from the area near Dicks Mill Rd. Students from the Monticello-Brown Summit area north of Reedy Fork Ranch would also be served.
  • Southwest High's Whites Mill Rd. and Penny Rd. areas would move to Andrews High.
  • Andrews High's Parkview Elementary area and the area north of E. Green Dr. would move to Southwest High.
  • Southwest Middle's Whites Mill Rd. area and Penny Rd. area would move to Welborn Middle.
  • Welborn Middle's Parkview Elementary area and the area north of E. Green Dr. would move to Southwest Middle.

Future Schools
Plans presented for future schools include a high school to be located southeast of Greensboro and a high school to be located west of Greensboro . Two middle schools were included in the plan - one southeast of Greensboro and one southwest of Greensboro . An additional three elementary schools were also included.

 

Community Redistricting Meetings
The Board directed staff to schedule three community meetings on redistricting beginning in September.

 

2005-06 Budget Update

Anticipated Funding Shortfall
Staff's budget estimations for the district, based the recent legislative compromise, project a $1.97 million funding shortfall for the 2005-06 school year. If the state budget is approved as anticipated, the resulting shortfall would require a $29.28 reduction in the district's per pupil expenditure.

Teacher Salaries
The Board approved a motion to commit approximately $1 million to increase teacher supplements and approved a motion authorizing staff to pay teachers a full month's compensation on Aug. 31. The approved increase in the local salary supplement and the anticipated increase in state salaries will be included in the salaries paid to teachers on Aug 31.

Settlement and Tolling Agreement
The Board approved a resolution to enter into an agreement with the City of Greensboro for the purpose of resolving the distribution of 'clear proceeds' from Greensboro 's red light camera program with Peek Traffic, Inc. The agreement allows the issue to be resolved without litigation and was created with the belief that Greensboro 's program would be subject to the same principles of distribution as the lawsuit captioned Henry Shavitz and others v. The City of High Point and the Guilford County Board of Education and others.
