Request to Issue a Purchase Order for Replacement School Buses 2010-11

The North Carolina General Assembly 2010-11 budget designated funding only for emergency replacement of school buses. This designation provided funding for approximately 45 school buses statewide. The North Carolina Department of Public Instruction, Transportation Services Division constitutes the requirements of this emergency replacement as buses which meet the following criteria.

1. Buses meeting the replacement criteria:
1. 1991 or older regardless of miles
2. 1993 or older with 160,000+ miles
3. 1994 or newer with 200,000 miles
2. Status ESP or parked buses that will be reactivated to service which also meet the replacement bus criteria.

Nine (9) school buses operated by Guilford County Schools meet the above criteria and are on the schedule to be replaced. The replacement of these buses is contingent on a pending state financing agreement which will not be finalized until January 2011.

The amount allotted to Guilford County Schools for the purchase of school buses is $753,318.00. These funds are allotted for the purchase of eight (8) 72 passenger school buses and one (1) 42 passenger school bus with wheelchair lift of the Thomas Built Buses C2 model.

RECOMMENDATION: The administration recommends authorization for the issuance of a purchase order in the amount of $753,318.00 to Thomas Built Buses for replacement school buses as noted above.
