Board of Education and GCAE Sign Joint State Funding Resolution

The Guilford County Board of Education and the Guilford County Association of Educators (GCAE) signed a joint resolution asking for public school funding to be restored to the 2008-09 level.

The resolution calls for the General Assembly to amend Senate Bill 202, Appropriations Act of 2009, during the 2010 legislative session and restore the $304 million local education agency (LEA) adjustment.

In 2009, Guilford County Schools experienced a loss of $20.72 million in state funding. Based on the two-year budget passed by the state last year, the district anticipates losing at least another $9 million for the 2010-11 school year. The anticipated budget cuts would bring the total state budget cut for a two-year period to at least $29 million, with the possibility of cuts reaching more than $43 million.

In the resolution, the board and the GCAE say, “Student learning in Guilford County is compromised by an increase in class size caused by a reduction in teaching positions, professional development, instructional materials and supplies, and other vital services to schools.”

They also say the continued decrease in funding for education places an unfair burden on counties and residents.

According to Tijuana Hayes, GCAE president, North Carolina public school employees lost more than 4,200 jobs across the state last year and 86 percent of those jobs were classroom related. Guilford County Schools was able to place teachers and district staff in vacant positions through normal attrition such as retirement and resignations.
