Board of Education Approves Local Budget Request

The district is presenting a flat request to the county for 2009-10

The Guilford County Board of Education approved Tuesday a local budget request of $175,165,521 for the 2009-10 school year as proposed by Superintendent Maurice “Mo” Green. As requested, the board is providing the Guilford County Board of Commissioners with a flat request, meaning the district will receive the same level of funding as the current school year despite rising energy, health benefit and transportation costs.

In the local request, the board is also asking for $7 million in capital outlay funds for maintenance, the same level of funding received by the district for 2008-09. When County Manager Brenda Jones-Fox presented her proposed county budget on May 7, she recommended for the district’s operating funds to remain flat but for capital outlay funds to be reduced to $4 million for 2009-10.

Board members expressed concern about the proposed reduction in funding for maintenance and said they would continue to discuss the proposal with the Board of Commissioners.

The board approved the local request while reserving the right to make additional requests to the Board of Commissioners if the state budget outlook continues to worsen. Also, the board requested for district staff not to enter into long-term contracts greater than $100,000 without board approval.

The board is required by law to present a local budget request to the Board of Commissioners by May 15. After providing the local request to the county, the board will continue work on the full budget, which is $651,840,823 for 2009-10.

Approximately 32 percent of the district’s operating budget comes from local funding while about 60 percent is from state funding and the remaining 8 percent is from federal sources. Since a majority of the district’s funding comes from the state, uncertainty will remain in the budget process as the district learns more about the state’s budget outlook for the coming fiscal year. The Guilford County Schools budget for 2009-10 will not be complete until after the General Assembly passes a state budget.

The Board of Commissioners will hold a public hearing on the county’s budget on May 21 at 5:30 p.m. and is scheduled for a vote on June 18. The statutory deadline for the county to adopt its budget ordinance is July 1.
