It is the responsibility of the Guilford County Board of Education to develop written policies to serve as guides for action for the school system. The Board recognizes that policies are to be constructed in accordance with applicable laws of the State of North Carolina, the rules and regulations of the State Board of Education, and other regulatory agencies of the local, state, and federal government.

In areas not restricted by law and/or regulations, the Board encourages and expects employees, parents, community and other interested parties to provide input and advice on policy. When new or revised policies are recommended by the Board, they shall lay on the table for 21 days prior to formal action by the Board. The Board will seek input from interested parties during this period by posting the proposed policy in the schools, at each central office and on the GCS website. An amendment made to the policy after first reading does not require an additional first reading or tabling unless a majority of the Board determines that the amendment needs further study and comment. Unless otherwise specified by the Board, a policy is effective as of the date it is adopted by the Board. The Superintendent is responsible for recording the policy in the minutes of the Board meeting, disseminating the policy and creating any necessary procedures to facilitate the implementation of Board policy.

In the absence of specific policy, the Superintendent is authorized to take needed action and develop procedures to carry out the business of administering the school system. The Superintendent shall advise the Board of the action and/or procedure at the next Board meeting and recommend policy if appropriate.

The Superintendent is authorized to make technical corrections to comply with statutes or to correct errors in existing Board policies without further Board action. The Superintendent shall promptly notify the Board of all such changes.

The Board has the authority to temporarily suspend policy by a majority vote of board members present at a board meeting held in compliance with law and board policy.

Policies adopted by the Board shall require periodic review and revision necessitated by changing statutes, regulations and system needs.
