Subject: Purchased Services
Effective: July 1, 2005 Revised: July 1, 2013A service contract is defined as any agreement in which an independent contractor performs services requiring knowledge, experience, subject matter expertise or similar capabilities. The services may include, but are not limited to, maintenance of buildings or equipment, auditing, banking services, legal services, film production, employee staff development and consultants.
Specific procedures guiding procurement of services by school units are not established by North Carolina General Statutes. Good business practice dictates, however, that competitive quotations/bids be solicited to the extent practical. The Purchasing Department will develop active bidder lists for types of services and will assume responsibility for assisting in determining /identifying those services for which competitive quotations will be solicited.
