March 19, 2024 – The Guilford County Board of Education’s Policy Committee reported that the following policy revisions and proposals have been posted for a 30-day public comment period:
- The proposed revision of Policy 1311/4003 Parent Notification-Withholding Consent is recommended to reflect updates from the North Carolina School Boards Association (NCSBA) and legal counsel to clarify the policy is based on the new Parents’ Bill of Rights related to protected information surveys and mental health services.
- The Policy Committee proposed a new policy related to public participation at board meetings. Policy 2310 Public Participation at Board Meetings is recommended to reflect the current process for conducting monthly public comment periods. The policy includes clarifications regarding meeting decorum to reflect how the Board expects attendees to conduct themselves respectfully and in ways not disruptive to others or to the Board's ability to hear from the public.
- Policy 4040/7310 Staff-Student Relations has been revised to clarify restrictions on staff engagement with students on personal social media. Section C has been updated to reflect a change to state law regarding the required reporting of employee misconduct with students to the North Carolina State Board of Education.
- The proposed revision to Policy 4110 Immunization and Health Requirements reflects a minor change to state law eliminating the Governor's Commission on Early Childhood Vision Care.
- Proposed revisions to Policy 4130 Discretionary Interdistrict Admission reflect the district's practice to reserve seats in GCS Choice schools and programs for in-district students unless the student is the child of an employee who works in that program. This policy has also been revised to reference the Board appeals process in Policy 4150 rather than replicating the appeals process language.
- Recommended revisions to Policy 7100 Recruitment and Selection of Personnel reflect a change in state law increasing the time period for background checks for early childhood employees from three to five years. This policy has also been revised to clarify the definition of a "relative" for the purpose of ethics in hiring and supervision in the district.
- Proposed revisions to Policy 7130 Licensure reflect a new feature of state law that allows the district to hire military personnel or spouses who have been stationed in NC and who have a valid educator license in another state.
The public can submit feedback on the proposals for 30 days ending on April 18, 2024, by sending an email to boardclerk@gcsnc.com. The Board of Education will consider the revisions during its May meeting.
