Legislative Agenda

Guided by our community’s vision for public education, Guilford County Schools prioritizes four Strategic Direction focus areas: accelerate learning; recruit, retain and reward top talent; strengthen health, wellness and safety in schools; and prepare students for the world. We believe Guilford County Schools has a key role to play to workforce development in Guilford County.

Our goal: building strong pathways for every student to graduate with at least a semester’s worth of college credits up to an associate’s degree, or an industry-recognized credential, or a meaningful workplace experience (e.g., internship, apprenticeship, or job shadowing). 

In alignment with these areas, the Guilford County Board of Education advances the following top legislative priorities: 

Safe, Supportive Learning Environments

Provide a recurring $3.5 million investment to sustain critical safety infrastructure.

Attract and Retain a High-Quality Workforce

Increase state-funded base pay for teachers to reach the national average and invest in market-rate wages for classified staff including teacher assistants, custodians, bus drivers, and other frontline workers.

Serve Students with Greatest Needs

Increase the 13% enrollment cap on state funding for students with disabilities to 16% and transition to a weighted student funding formula that accounts for severity of needs.

Expand Access to Postsecondary Pathways

Allow local school boards to have school calendar flexibility to align high school and community college schedules, support dual-enrollment students, address weather disruptions, and align semesters with winter break.

College, Career and Whole-Child Wellness

Increase school counselor allocations to match the recommended ratio of one counselor per 250 students (currently one per 299) to support career and post-secondary planning for students.
