Public Input Requested on Four Policy Recommendations

May 12, 2026 – The Guilford County Board of Education Policy Committee reported that the following policies are out for public input through June 11, 2026.

The committee proposed the Board adopt a new Policy 7710 Membership in Professional Organizations. If approved, the policy codifies the Board’s commitment to protecting employees’ rights to join and participate in professional organizations within appropriate boundaries. The policy would also outline that school personnel should not participate in membership activities during instructional time, while school is in session or while they are expected to be performing job-related duties.

Policy 7720 Political Education, Activities and Materials has significant proposed revisions meant to separate policy content about employee political activities from content about student speech. A title change is recommended to "Employee Political Activities." Content about student speech has been relocated to revised Policy 3620.

Proposed changes to Policy 3620 Student Participation in Extracurricular Activities move content currently in Policy 7720 about student speech and student-initiated activities. It has also been revised to contain updated content about athletics eligibility, dually enrolled home study student participation in extracurriculars, and travel. The title has been revised to match the North Carolina Schools Boards Association model — "Extracurricular Activities and Student Organizations."

Because Policy 3620 Student Participation in Extracurricular Activities has been revised to incorporate board-level athletics content, Policy 3621 Student Participation in Interscholastic Athletics is recommended for repeal. Details about athletics, which are governed by policies of the State Board of Education and the North Carolina High School Athletics Association, will be housed in a revised administrative regulation 3620-R, to ensure the content can be updated quickly when state rule changes are made.

The public can submit input on the proposed policy changes by emailing boardclerk@gcsnc.com. The Board will consider the policies at its June meeting.

Public Input Requested on Five Policy Recommendations

April 14, 2026 - The Guilford County Board of Education’s Policy Committee reported that the following policies are out for public input through May 14, 2026.

  • If approved, Policy 7273 Domestic and Workplace Violence, will be revised to update the policy title for clarity and to reference existing bullying and harassment policy and procedures rather than replicating content as well as revising some provisions to reflect district practice.

  • Proposed changes to Policy 7450 Interscholastic Athletic Coaches reflect case law allowing equitable treatment of non-exempt employees who volunteer as coaches regarding volunteer stipends of minimal value. The suggested revision also emphasizes ethics requirements for all coaches, employees and volunteers, and highlights that coaching positions are at-will roles. The existing content of Policy 5016 Criminal Background Checks on Volunteers is contained in Policy 5015, so it is recommended that this outdated content be repealed and that the code be repurposed to cross-list the Interscholastic Athletics Coaches policy in the Community section of the manual.

  • If approved, Policy 5015 School Volunteers will be updated and reorganized to reference interscholastic athletics coaches who are volunteers and to clarify background check requirements, volunteer service, supervision and student safety.

The public can submit input on the revisions by emailing boardclerk@gcsnc.com. The Board will consider the revised policies during its June meeting.
