Section 504 of the Rehabilitation Act of 1973 as amended, is a civil rights statute which prohibits
discrimination against individuals with disabilities. Title II of the Americans with Disabilities Act of 1990 (ADA)
reauthorized as the ADAAA of 2006 extends this prohibition against discrimination to the full range of state
and local government services, programs, or activities. Together, GCS refers to these laws as “Section 504.”
Section 504 protects students against discrimination on the basis of disability. Disability-based discrimination
could come in different forms. For example, a qualified student with a disability is entitled to receive an equal
opportunity to participate in educational programs, athletics, and extracurricular activities to the same extent
as their non-disabled peers. Students with disabilities are also entitled to be protected from bullying and
harassment based on their disability.
No otherwise qualified individual with a disability shall solely by reason of her or his disability be excluded from the participation in, be denied the benefits of or be subjected to discrimination under any program or activity receiving federal financial assistance.Section 504 of the Rehabilitation Act of 1973
