GCS Hires HICAPS/C2 to Manage Phase I Bond Projects

 

May 28, 2021 – GCS has hired a local company to manage the planning and implementation of $300 million in upcoming bond projects. HICAPS/C2, based in Greensboro, will oversee contractors and other vendors and ensure the projects are completed on schedule, on budget and in alignment with school construction code.

HICAPS/C2 is a partnership between HICAPS construction management and C2 Contractors, and the two companies have worked together on previous GCS bond projects. The combined company is registered as a minority-owned business and will strive to hire other minority- and women-owned businesses, in keeping with the district’s MWBE goals.

“The HICAPS/C2 JV Team is excited about the tremendous bond program that lies ahead,” says Dave Smith, bond program director. “This first month has been action-packed and filled with victories. We have experienced tremendous attendance at our design consultant and construction-management-at-risk pre-proposal conferences, as well as at the bond information meeting held on May 25.”

Qualifications for design firms, CM-at-risk firms and miscellaneous professional service providers are due over the next few weeks, Smith says.

In April, the Guilford County Board of Commissioners approved project ordinances for Phase I projects worth $300 million, fulfilling the referendum overwhelmingly approved by voters in November 2020.
