Board of Education Sends Policy Proposals Out for Public Comment

April 16, 2024 – The Guilford County Board of Education’s Policy Committee reported that the following policy revisions are available for public input.

The revision of Policy 1710/4021/7230 Prohibition Against Discrimination, Harassment and Bullying is recommended by legal counsel to clarify state and federal legal requirements and to streamline complaint processes to make it easier for individuals to have their concerns resolved in a prompt manner. This policy has also been revised to incorporate content from Policy 1760/7280, making it clear that retaliation is a form of discrimination, harassment and bullying that will not be tolerated.

A proposed revision to 1740/4010 Student/Parent Complaints and Grievances is recommended by legal counsel to clarify state and federal legal requirements and to streamline complaint processes to make it easier for individuals to have their concerns resolved in a prompt manner. This policy has also been revised to incorporate content from Policy 1760/7280 about retaliation.

The committee proposes the board repeal Policy 1742/5060 Responding to Complaints because this policy replicates content in other policies, and a list of types of complaints and the policies they fall under has been relocated to administrative regulation. Policy content regarding complaints shared with the Board is addressed in Policy 2015/5005.

Policy 1750/7220 Employee Complaints and Grievances is recommended by legal counsel for revision to clarify state and federal legal requirements and to streamline complaint processes to make it easier for individuals to have their concerns resolved in a prompt manner. This policy has also been revised to incorporate content from Policy 1760/7280 about retaliation.

The proposed repeal of Policy 1760/7280 Prohibition Against Retaliation would streamline the policies regarding complaint processes. Policies 1710/4021/7230, 1740/4010, and 1750/7220 all contain prohibitions against retaliation to reinforce that the Board does not tolerate retaliation and to create more consistent processes to protect the rights of our employees and students.

The public can submit feedback on the policy revisions for 30 days by emailing boardclerk@gcsnc.com. The Board of Education will consider these policies at its May 21 meeting.
